Aaron

Aaron Davis has worked in or adjacent to Capitol Hill for nearly two and a half decades, with a significant focus during the last decade and a half on emergency management policy, from preparedness and planning, to response, recovery, and mitigation. This started in the wake of Hurricane Katrina as a legislative director for the Chair of the House Homeland Security Committee’s Subcommittee on Management, Investigations, and Oversight. This focus continued as Davis led FEMA’s Congressional Affairs Division from 2012-2017, which included Superstorm Sandy and covered nearly 250 more Presidentially-declared disasters as well as reform of the National Flood Insurance Program.
In his most recent stint on Capitol Hill, Aaron served as Majority Staff Director before and during the COVID pandemic for the House Committee on Transportation and Infrastructure’s (T&I) subcommittee with jurisdiction over FEMA, and several other agencies. Davis has had a hand in nearly every significant piece of federal emergency management and disaster recovery legislation that has advanced or been enacted during the last decade and is often sought to provide his perspective on the confluence of policy and reality on matters related to emergency management, resilience and mitigation, insurance and post-disaster economies.
Davis also currently serves as Deputy Director of BuildStrong America.
He is a proud alum of the University of Maryland at College Park and continues to live in the Free State with his wife and three children.
