Navigators Global has an extensive telecommunications and technology industry practice, having serviced corporate and trade association clients on both government relations and communications strategy. Navigators Global brings strong policy expertise and a network of contacts in the Federal Communications Commission (FCC) and on key telecommunications and technology committees on Capitol Hill.

National Security, Defense and Space

The Navigators Global National Security, Defense & Space Practice has unparalleled insight into the U.S. Congress, Executive Branch leadership, and key defense and national security policymakers throughout the federal government. Navigators focuses on comprehensive coverage of the annual authorization and appropriations process in Congress, global trends in space and warfighting technology, and pro-active engagement with the Administration on defense, foreign policy, space, and national security matters.

To serve the needs of its numerous financial services clients, Navigators Global uses traditional outreach to Capitol Hill and the White House as well as targeted media relations, polling and issue-based advertising.

Principal Phil Anderson leads the firm’s financial services practice. Mr. Anderson has been at the forefront of numerous financial services coalitions, aiming to defeat legislation that would have burdened the financial services industry with excessive regulation and to expand access to a multitude of financial services products and services.

Assisting Mr. Anderson with the firm’s financial services practice is Principal Christopher Cox. Mr. Cox’s background in financial services is a culmination of years working within the White House and for several members of Congress.

Health Care

Navigators Global services a broad cross-section of health care and pharmaceutical clients, providing integrated communications strategies and governmental affairs representation.

Principals Phil Anderson, Jim Pitts, and Cesar Conda head up Navigators Global’s health care practice, and have represented clients such as The Pharmaceutical Research and Manufacturers of America, Pfizer, GlaxoSmithKline, Sutter Health, Emergent Biosolutions, New York Life Insurance Company and Mass Mutual Financial Group on health care and entitlement reform issues.

Insurance

Navigators Global’s extensive background within the rapidly changing insurance sector allows the firm to provide its clients with strategic advice and access to key insurance policymakers.

Led by Navigators Global Principal Phil Anderson, our insurance practice has the experience and the unique understanding of the insurance industry to help our clients navigate the complexity of public policy impacting this vital sector of the economy.

Mr. Anderson has nearly two decades of government relations experience within the insurance industry, having served in a range of positions from banking legislative staffer on Capitol Hill to former senior vice president of government relations for the American Council of Life Insurers (ACLI).

Mr. Anderson has served as the executive director of the Natural Disaster Coalition, the Group Life Coalition, the Financial Services Coordinating Coalition and the BuildStrong Coalition. His clients have included insurance leaders Allstate, USAA, Liberty Mutual, Nationwide, Mutual of Omaha, Travelers, Mass Mutual, New York Life, Northwestern Mutual, and more. Mr. Anderson also represented the Independent Insurance Agents and Brokers of America, the Council of Insurance Agents and Brokers, and the American Insurance Association.

Tax Policy

Navigators Global brings extensive policy, legislative and lobbying experience to federal tax issues, and a strong network of contacts with many key tax policymakers on the tax-writing committees on Capitol Hill, the White House and the Treasury Department.

Principals Cesar Conda, Christopher Cox, and Phil Anderson lead the firm’s tax policy practice. As special assistant to the president for legislative affairs, Mr. Cox was responsible for advancing the president’s agenda in the House Ways and Means Committee. As assistant to the vice president for domestic policy, Mr. Conda helped develop the Bush 2003 tax cuts. Additionally, Mr. Conda was a tax lobbyist with the U.S. Chamber of Commerce.

Assisting Mr. Cox and Mr. Conda with the firm’s tax policy practice is Navigators Global principal Phil Anderson, who has extensive experience working on tax, budget and financial services issues in government and for high-profile corporate and trade association clients.

Navigators Global has provided high-impact government relations services on several important pieces of tax legislation in recent years, including the extension of the research and development tax credit, “Invest in U.S.A.” Act, Internet Tax Moratorium and reform of the estate tax for several clients, including Oracle, AT&T, Tyco International, Mass Mutual Financial Group and the American Council of Life Insurers.

Technology

Navigators Global provides a wide range of services for high technology clients, including lobbying, strategic advice, message strategy and policy development. Navigators Global has represented Fortune 500 technology companies such as Oracle, Advanced Micro Devices and Intuit, among others.

Founding Principal and Policy Advisor Cesar Conda leads the technology practice at Navigators Global. In 1999, Cesar was named “Congressional Staffer of the Year” by the Information Technology Industry Council for his work as legislative director to Senator Spencer Abraham (R-MI) on landmark technology laws including the Electronic Signature in Global and National Commerce Act, the Government Paperwork and Elimination Act, and the Anti-Cybersquatting Consumer Protection Act.

Navigators Global has an extensive background in advancing tribal-related federal and state legislation, engaging champions in Congress and the Administration, and mobilizing resources to promote tribal-related issues.

Navigators Global works to achieve success at all stages of the legislative process.  Our approach includes preparing and drafting testimony for client appearances before congressional committees, monitoring legislation, and developing and maintaining strong relationships with government leaders pertinent to tribal affairs.

Jim Pitts manages Navigators Global’s tribal affairs practice.  Mr. Pitts specializes in providing tribal clients with advocacy and counsel on a broad range of tribal affairs policy issues, including gaming, tax initiatives, tobacco sales, land-into-trust issues, health care, economic development, energy policy, federal recognition, and self-governance.
